I think vigilante is rather a strong word. The speeders in question 
receive a polite warning from the police, cautioning them to slow down 
before they receive a real sanction from the police or worse yet cause 
an accident.

Living as I do near a school, I see several of the same cars speeding on 
the same road every day. Keep in mind, the letter goes to the registered 
owner of the car, who may not be aware of the driver's propensity for 
speed. If they can be informed and have a chance to hold a conversation 
with their child about safe driving, it's a good thing for everyone 
involved.
If I knew these kids and their parents, I'd talk to them myself, but in 
a neighborhood association with 5000 households, that is an almost 
impossible task.

I have, in the past, heard from several neighborhood groups that have 
successfully used this program to combat speeding in their residential 
areas. It is not the only tool available, but it is one of the few 
directly available to the neighborhood.
